What does digital insurance look like in Zambia?

Why phone-first rather than web-first
In many markets, digital insurance started on the web. In Zambia it started on the phone, because that is where customers already handle money. A distribution strategy that assumes a laptop and a bank account reaches a narrow segment; one that assumes a phone and a Mobile Money wallet reaches far more people. The channels below are ordered roughly from widest reach to richest experience.
USSD: reach on every handset
USSD menus work on any phone and need no data. They suit simple, high-volume tasks: activating funeral cover, checking a policy, paying a premium, notifying a claim. Their limit is the short text menu, so they are poor for anything needing documents. See USSD insurance services in Zambia.
Mobile Money: the payment layer
MTN Mobile Money, Airtel Money and Zamtel Kwacha are the payment layer under every other channel. Whether a customer buys on USSD, in an app or through an agent, the premium is usually collected by a Mobile Money prompt, and claims can be paid back to the wallet. SMS and WhatsApp: keeping customers informed
SMS carries reminders, receipts and claim status to any phone. WhatsApp adds two-way conversation, document and photo exchange, and is well suited to guiding a customer through a claim or sending a policy document. Both need to be driven from the policy system so that messages reflect the customer's real status.
Apps and portals: self-service with documents
A smartphone app or web portal lets a policyholder see all their policies, download documents and a digital policy card, pay premiums, upload claim documents with the camera, and update beneficiaries. It offers the richest experience but reaches only customers with a suitable phone and data. Agent apps serve a different purpose: letting field agents capture applications and KYC on the spot.
The mix that works
A practical design uses USSD and Mobile Money for reach and payment, SMS for notifications, WhatsApp and an app for document-heavy service, and agents for advice and complex sales. The essential condition is that every channel reads and writes the same policy record, so a customer who buys on USSD, pays by Mobile Money and claims on WhatsApp is one customer with one policy, not three records to reconcile. Regulation still applies
Selling and servicing digitally does not change the insurer's obligations under the Insurance Act No. 38 of 2021 or the Pensions and Insurance Authority's supervision, and it adds obligations under the Data Protection Act No. 3 of 2021 for the personal data collected on each channel. Clear disclosure of cover, exclusions and premiums on small screens deserves particular care.
